The press conference is a sales meeting. The legislative text is the product manual, warranty disclaimer, and invoice. If the two sound different, congratulations: your ears work.

Start with the correct version

A bill can change through introduction, committee action, floor amendments, passage, reconciliation, and enrollment. Record the bill number, Congress, chamber, version, and date accessed. “The bill says” is incomplete if nobody says which bill and when.

Separate authorization from appropriation

Language that allows a program to exist is not always language that supplies money. Likewise, a headline number can cover multiple years, agencies, or purposes. Find the operative verb, the dollar amount, the time window, and any phrase that limits availability.

Hunt for the hinge words

The expensive words are often small: may, shall, except, notwithstanding, subject to, and to the extent practicable. They decide whether a promise is mandatory, optional, conditional, or mostly decorative.

Build a claim ledger

For each public claim, record the speaker, exact wording, timestamp, relevant section, and verdict: supported, contradicted, incomplete, or unresolved. Do not grade ideology. Grade the relationship between the sentence and the document.

The goal is not to make legislation simple. It is to make the source of the complexity visible—and to stop rewarding people who count on nobody opening the PDF.
